STATE OF COLORADO
DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866-3567
FAX: (303) 832-8106
Date: June 3, 2011
To: Mike Boulay
From: Joe Dudash
RE: Fruita Loadoift, yermit No
C-2010-088, CAM Colorado LLC
New Permit Application, Revised Second Surface Water Adequacy Review
COLORADO
D I V I S I ON O F
RECLAMATION
MINING
SAFETY
John W. Hickenlooper
Governor
Mike King
Executive Director
Loretta E. Pineda
Director
I have finished my review of Cam Colorado LLC's responses, dated April 11, 2011, to the Division's
preliminary adequacy review letter dated November 30, 2010. The following are my responses, using
the numbering system from the Division's first adequacy review letter. As you requested, I
incorporated four new questions into the current list of questions. They are numbered 15A, 47A, 49A
and 58A. Please note that several of the revised page numbers cited in bold in CAM's April 11, 2011
cover letter are incorrect.
13. Rule 2.04.7(2)(a) requires that the baseline surface water data show seasonal variations in the
quantity and quality of the surface water. However, only two quarters of the baseline surface
water data are presented in Exhibit 3 of Volume II. Please submit additional baseline surface
water data in compliance with Rule 2.04.7(2)(a).
The Division has no further concerns at this time. In the submittal dated April 11, 2011, CAM
updated the water monitoring data in Appendix 3 to include monitoring results for all four
quarters of 2010. Since the Lower Downstream Loma Drain surface water station was recently
added, only one quarter of data has been provided. Additional baseline sampling results will
need to be submitted for this station.
14. Under Rule 2.04.7(2)(a) on permit text page 2.04-18, please expand on the discussion of the
Colorado River, including how the river might affect or be affected by the loadout
disturbances.
The Division has no further concerns. Permit text pages 2.04-18, 19 and 20 were revised in the
submittal dated April 11, 2011.
15. Under Rule 2.04.7(2)(b), please add the flow data to surface water monitoring station DS-CR
in Exhibit 3 of Volume L
The Division has no further concerns. In the submittal dated April 11, 2011, CAM added the
flow data to the data sheet for DS-CR in Appendix 3.
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
