Skies were clear, a light breeze was blowing, and the temperature
was approximately 70 degrees.
I arrived at the King 11 permit area at 12:45 p.m., and checked in at the scale office. Jim Jarvis
accompanied me on the inspection. We covered portions of the King 11 facility on foot, and then
drove to King I to complete the inspection.
GENERAL MINE PLAN COMPLANCE:
• Sizeable coal piles were present at both tipples, and the screening plant was in operation
(Photo 1). I was informed at the scale house that the miners are currently "pillaring ", and
had recently set new records for production.
• Highway -legal haul trucks were being loaded with coal for transport off the site.
SIGNS AND MARKERS — Rule 4.02:
• Mine identification signs were posted at the entrances to King I and King 11.
• Permit boundaries at both locations were clearly marked with identifying signs, as were the
topsoil stockpiles.
SUPPORT FACILITIES - Rule 4.04:
• Potable water is hauled to the King II site from a City of Durango source, offloaded from the
truck at the fire hydrants (Photo 2), and pumped uphill to a large storage tank (Photo 3).
• At the uppermost end of the King II permit area, an accumulation of equipment has been
stockpiled (Photo 4). The Division suggests that this is not an appropriate storage location,
and requests that the materials be removed.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures
4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13;
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 3 Page 2 of 10
