United States Forest Paonia P.O. Box 1030
USDA. Department of Service Ranger District N Rio Grande Ave.
Agriculture PHONE NO. 970 -527-4131 Paonia, CO 81428
FAX 970 -527 -4151
File Code: 2820
Date:
Mr. Mike Boulay
Environmental Protection Specialist
Colorado Division of Reclamation, Mining and Safety
101 South 3rd, Suite 301
Grand Junction, CO 81501
Dear Mr. Boulay:
The Grand Mesa, Uncompahgre and Gunnison National Forest (GTWJG) has completed its
review of Oxbow Mining's Minor Revision 96 (MR 96). The minor revision would provide for
the drilling of two (2) additional angle boreholes on pre - existing, approved well pads; the 16 -07
and the 1608, to provide for additional methane drainage necessitated by a recent longwall
move due to ground control issues.
As a result of our review of the adequacy of measures to protect federal resources and the post
mining land use, we identified that the impacts of this minor revision are identical to those
already analyzed in Oxbow's previous TR 64 and TR65. Attached is a list of conditions needed
to protect federal resources and to support the post mining land use of aspen management, as
defined by the GMUG Forest Plan, which are identical to the conditions submitted for the
previous technical revisions.
Of note is that several conditions relate to operations in an inventoried roadless area (IRA).
These are needed to satisfy direction we received to minimize entry into, and alteration of the
inventoried roadless area. As part of our review, we assessed that no new road construction or
surface disturbance is necessary in the inventoried roadless area as part of this Minor Revision.
Please contact me with any questions you may have.
Sincerely,
f o f /s/ evi K.
