May 26, 2011 C- 1981 - 041 /Roadside Portals MPB <br />comparison between these disturbed locations and corresponding non - disturbed reference areas using the <br />Universal Soil Loss Equation. <br />The Division sent and adequacy letter for TR -61 on May 24, 2011 and requested that SCC also provide a <br />demonstration that the quality of untreated drainage from these disturbed areas meets the State and Federal water <br />quality standard requirements applicable after the sedimentation ponds and treatment facilities are removed, if any, <br />for receiving streams. This revision is still pending approval based on SCC's response to our adequacy review <br />letter. <br />On the ground at these locations, vegetation is well established in the reclaimed areas for which sediment pond <br />removal has been requested. Drainage and diversion ditches were stable and dry with no significant erosion or <br />other problems noted at the Roadside South Refuse Disposal Area. Likewise the Borrow Area is stable and <br />minimal runoff is produced from either the RSRDA or the Refuse Disposal Borrow Area. Very little water, if any <br />is collected by Ponds 8 and 9. Sediment Ponds 8 and 9 are shown in attached Photograph No's 1 and 2 at the end <br />of this inspection report. <br />At the North Decline the pennanent drainage feature is well established (see Photograph No. 3). The East and <br />West Diversion ditches and shallow depressions /sumps are functional and stable. Pond 7 never retains any water <br />and the surrounding reclaimed areas are in good condition with no significant erosion or other stability problems <br />identified. Pond 7 is shown in the attached Photograph No. 4. <br />There is virtually no erosion occurring at either the South Portals or North Decline areas and based on this site <br />inspection it appears that these ponds could be removed and the reclaimed areas would remain stable.
