Revegetation of disturbed areas <br /> has prevented or minimized any dust issues. Recent rains have also kept any dust issues to a minimum. Christy <br /> Hulsman of OSM did not inspect the Bowie No. 1 loadout or the partially reclaimed temporary highway coal <br /> stockpile area since she was only doing a Federal partial inspection. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(l): <br /> All of the required mine records were located at the Bowie No. 2 Mine office. OSM was not present for <br /> the records check since Christy Hulsman of OSM was only doing a Federal partial inspection. <br /> BACKFILL and GRADING—Rule 4.14❑❑Contemporaneous Reclamation 4.14.1; Approximate Original <br /> Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic <br /> Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> The backfilling and grading at the East Mine has held up well in spite of the winter snow and recent rains. <br /> There was no evidence of slumping or cracking in the backfill.The grading had been left rough so that runoff <br /> would settle into the depressions and not form gullies.The same was true for the reclaimed run-of-mine stockpile <br /> area, across Steven's Gulch road from the East Mine entrance.The backfilling and grading at this site was stable. <br /> At the West Mine,there were no indications of slope stability problems with the backfill.The lower reaches of the <br /> backfilled slopes will need to be redisturbed in order to remove the East Roatcap Creek culvert and reestablish the <br /> drainage channel.The vent shaft at the West Mine fan site has been filled with appropriate materials and no <br /> settling has occurred after reclamation.No backfilling operations have taken place at the train loadout and the <br /> partially reclaimed temporary highway coal stockpile area. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09❑❑Placement; Drainage Control; Surface <br /> Stabilization: <br /> Number of Partial Inspection this Fiscal Year: 7 <br /> Number of Complete Inspections this Fiscal Year: 4 <br /> Page 2 of 9 <br />
