Revegetation of disturbed areas has prevented or minimized any dust issues. Recent rains have also kept any dust issues to a minimum. Christy Hulsman of OSM did not inspect the Bowie No. 1 loadout or the partially reclaimed temporary highway coal stockpile area since she was only doing a Federal partial inspection. AVAILABILITY OF RECORDS—Rule 5.02.4(l): All of the required mine records were located at the Bowie No. 2 Mine office. OSM was not present for the records check since Christy Hulsman of OSM was only doing a Federal partial inspection. BACKFILL and GRADING—Rule 4.14❑❑Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: The backfilling and grading at the East Mine has held up well in spite of the winter snow and recent rains. There was no evidence of slumping or cracking in the backfill.The grading had been left rough so that runoff would settle into the depressions and not form gullies.The same was true for the reclaimed run-of-mine stockpile area, across Steven's Gulch road from the East Mine entrance.The backfilling and grading at this site was stable. At the West Mine,there were no indications of slope stability problems with the backfill.The lower reaches of the backfilled slopes will need to be redisturbed in order to remove the East Roatcap Creek culvert and reestablish the drainage channel.The vent shaft at the West Mine fan site has been filled with appropriate materials and no settling has occurred after reclamation.No backfilling operations have taken place at the train loadout and the partially reclaimed temporary highway coal stockpile area.
