PROPOSED PUBLIC NOTICE <br />Technical Revision No.39 (TR-39) - Southfield Mine <br />Energy Fuels Coal Inc. (EFCI), 115 E. Main Street, STE 10, P.O. Box 459, Florence, Colorado <br />81226, has filed an approval request for Technical Revision No.39 (TR-39) with the State of <br />Colorado, Division of Reclamation, Mining and Safety (DRMS). All mining operations subject <br />to this permit have ceased, and only reclamation and monitoring activities are occurring. <br />Areas addressed by the TR-39 Request are located adjacent to the former Portal Area at the <br />Southfield Mine. The former Reference Area (Reference Plot B) that was set aside prior to <br />mining operations for later vegetation comparison had been located in an area with unlike <br />conditions compared to the conditions encountered in the actual reclamation process for the <br />former Portals Area. Accordingly, EFCI is requesting the DRMS' approval to move the current <br />Portal Area Reference Area to a location with conditions more comparable to the Portals Area <br />site. Rule 1.04(108) specifies requirements for establishing appropriate reference areas for <br />vegetation comparison for reclaimed sites. <br />The Southfield Mine area is located approximately eight miles south of Florence, Colorado, on <br />County Road 92. The Mine area is bounded on the south and west by the base of the Wet <br />Mountains, and Newlin Creek bisects the mine area from southwest to northeast. <br />The Southfield Mine permit area is located on portions of the following sections: <br />Sections 19, 30, and 31; Township 20S, Range 69W, 6`h Principal Meridian <br />Sections 23, 24, 25, 26 and 36; Township 20S, Range 70W, 6`" Principal Meridian <br />These sections are shown on the U.S. Geological Survey 7.5 minute Rockvale quadrangle map <br />(Mine Area). <br />A complete copy of the Southfield Permit Application is on file and available for public <br />inspection in both the Clerk and Recorders Office in the Fremont County Courthouse, Canon <br />City, Colorado, and the DRMS offices located at the following address: <br />Colorado Department of Natural Resources <br />Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Phone: (303) 866-3567 <br />Additional information regarding the subject application may be obtained at the DRMS.
