112772=2 Notice of Proposed Decision The Colorado Division of Reclamation, Mining and Safety has issued a pro- posed decision to Partially approve Bond Release Application No. 4 (SL-4) for the Colowyo Coal Mine, Permit No. C-1981-019. The mine is operated by Colowyo Coal Company L.P, under the provisions of the Colorado Surface Coal Mining Reclamation Act of 1979. The bond release application was sub- mitted by Colowyo Coal Company L.P. on June 1,201 0. The Division is pro- posing to approve a Phase I Bond Re- lease for 494.2 of disturbed area where Colowyo has completed backfilling, re- grading and drainage reestablishment and a Phase II'Bond Release for 420.9 acres of disturbed area, where Colowyo has completed topsoil replacement and initial reseeding. The bond release areas are in the East Pit, West Pit and Section 16 Pit. The Division is propos- ing a liability release of $2,585,974.00. The Division will retain $80,570,965.00 in bond monies for the completion of reclamation at the Colowyo Mine. The affected area is located in Moffat County, approximately 28 miles South of Craig, Colorado. Copies of the proposed decision are available for review at the Colorado Di- vision of Reclamation, Mining and safety office, 1313 Sherman Street, Room 215, Denver, Colorado 80203," and at the office of the Moffat County Clerk and Recorder. Any person who has an interest which is or may be adversely affected may re- quest an adjudicatory hearing regard- ing'this proposed decision. Requests for a hearing must be made in writing within thirty (30) days of the first publi- cation of this notice, and -shall state with reasonable specificity the reasons for the request and objections to the proposed decision.
