May 17,2011 C-1994-0821Yoast Mine SLB <br /> was also a large gully on the north side of the same topsoil stockpile that was in need of repair. <br /> YPM-8 and YPM-1 I were in excellent condition. YPM-5-1 was observed from the hill above the Pond 013 slide. <br /> It appeared that heavy flows had gone through the drainage and maintenance might be warranted. No flow had <br /> breached the channel,but it looked like downcutting had occurred. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)14.03.2(3) <br /> ❑Drainage 4.03.1(4)14.03.2(4) <br /> -J Surfacing and Maintenance4.03.1(5)and(6)14.03.2(5)and(6) <br /> -iReclamation 4.03.1(7)14.03.2(7): <br /> The road surface of Haul Roads A and B was dry and in good condition. Postmining drainage channels along the <br /> east side of Haul Road B were in good condition and functioning as designed. <br /> Light Use Road LU-2,which runs up into the North Pit,needed to be regraded where a gully had formed <br /> down the road centerline near Culvert YB-6. <br /> The two culverts at Culvert YA-6 that convey Scotchman's Gulch under Haul Road A were both flowing. The <br /> outlet end of the culvert was downcutting at the culvert area and extending beyond the permit boundary. The <br /> downcutting was approximately 6' deep,and extended outward approximately 3' on each side of the culverts. <br /> Material has eroded beneath the culverts as well, resulting in road fill material being washed into Scotchman's <br /> Gulch. NOV CV2011-002,was issued for failure to ensure that"construction,maintenance, and post-mining <br /> conditions of haul roads into and across the site of operations will control or prevent erosion and siltation, <br /> pollution of air or water,and damage to public or private property", as required by Rule 4.03.1(1)(a),and failure to <br /> ensure that haul roads do not cause"additional contributions of suspended solids to streamflow or to runoff <br /> outside the permit area"as required by Rule 4.03.1(1)(b). The operator will need to regrade the area and <br /> install rip rap at the outlet of both culverts,as specified in the Notice of Violation. <br /> Culvert YB-3 was in need of maintenance at the outlet side,where it was partially clogged. The outlet of <br /> Culvert YA-4A needed to be cleaned,and the rip rap at YA-3 needed to be enhanced. <br /> RE VEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> The soils were saturated,the temperature was unusually cool and large patches of snow were still present which is <br /> unusual for this time of year making the vegetation late sprouting. The early season forb species were just starting <br /> to flower. Some perennial grasses and fortis were starting to sprout and the shrubs were at bud-break. Some of <br /> the species seen sprouting in the reclaimed areas were Western blue flax,alfalfa,western spring beauty,prairie <br /> onion and chokecherry. Within the enclosures golden current,western serviceberry,narrow leaf cottonwood and <br /> coyote willow were breaking buds. A small patch of daimation toadflax was getting established on the north <br /> side of Pond 11.
