May 16,2011 C-I 982-057/Seneca 11-W Mine SLB <br /> Culvert ME-1 was conveying heavy flows from Dry Creek under the haul road.The outlet end of the culvert was <br /> downcutting approximately 6' at the culvert area and beyond the pen-nit boundary. This area was included in the <br /> citation for Notice of Violation No. CV201 1-00 1, also for failure to ensure that haul roads do not cause"additional <br /> contributions of suspended solids to strearnflow or to runoff outside the permit area"as required by Rule <br /> 4.03.1(1)(b). <br /> Road J was in good condition. With a few minor exceptions,the outfalls of the Road J culverts(maintained last <br /> fall)were in good condition. The operator will need to clear the dissipating areas above the silt fences at B <br /> and J4. The inlet side of J4 will also need to be repaired. <br /> The Ridgeline Access Road between the C/D and A/B pits was in good condition. Light Use Roads 3,4,and 5 <br /> were not accessible due to muddy conditions. <br /> Light Use Road LU-2 exhibited a gully down its entire length from topsoil stockpile(TSS 1)to the well <br /> pumphouse; the gully was approximately 8"deep and 12"wide. The operator needs to regrade the road(LU- <br /> 2) and reestablish a ditch for road surface drainage. <br /> The culvert at the intersection of the Oil Well access road and the 006NE I drainage needed to be cleared on the <br /> inlet side. <br /> Haul Road G and the associated ditches and culverts were in good condition. <br /> REVEGETA TION—Rule 4.15 <br /> - Vegetative Cover; Timing.- <br /> The soils were saturated, the temperature was unusually cool and large patches of snow were still present which is <br /> unusual for this time of year making the vegetation late sprouting. The early season forb species were just starting <br /> to flower. Some perennials grasses and fortis were starting to sprout and the shrubs were at bud-break. Some of <br /> the species seen sprouting in the reclaimed areas were alfalfa, western spring beauty,pennycress, alfalfa and <br /> prairie onion. Aspens were breaking-bud within one of the shrub enclosures. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> Several slides were observed on the reclaimed areas: <br /> In the vicinity of Pond 006, (Area 2 on Figure 1), cracks were developing on the inlet slope below the intersection <br /> of MEHR and the Oil Well Access Road. Area 3 is a scarp adjacent to the undisturbed area on the south side of <br /> the lower end of 006 Gulch. Area 4 is a large slide extending from the light use road LU-2 down to Haul Road A <br /> along the undisturbed/disturbed area boundary.
