The air emissions permit and Routt county special use permit have <br />expired. A trickle discharge <br />was noted. The embankments were well vegetated and stable with no problems noted. <br />The rail loop pond was holding a small amount of water with no discharge noted. The embankments were well <br />vegetated and stable with no problems noted. <br />Ditches and culverts were stable with water flowing and functioning as designed at the time of the inspection <br />OTHER (SPECIFY): <br />This was a complete coal inspection of the Hayden Gulch Loadout conducted by Jason Musick of CDRMS. The <br />loadout site was wet and the weather was clear at the time of the inspection. No permitted activities have been <br />conducted at the site. <br />ROADS - Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3)Drainage 4.03.1(4)/4.03.2(4)Surfacing and Maintenance4.03.1(5) and <br />(6)/4.03.2(5) and (6)Reclamation 4.03.1(7)/4.03.2(7): <br />Roads in and around the loadout facilities were wet and accessible.
