Roy <br />Karo of Seneca Coal Company was present during portions of the inspection. Weather varied during the <br />inspection, from sunny and warm to rain and snow showers. Locally, weather patterns continue with cooler <br />temperatures and higher than normal precipitation. The Yampa River basin is at 201 % of normal. Most of the <br />snow has melted off the upper areas of the mine site. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 010 was discharging clear water. The embankment and discharge areas were stable and well vegetated. <br />Ducks (Mallards and Cinnamon Teals) were on the pond and several songbirds were observed around the <br />immediate area. <br />Ponds 011, 012 and 013 were discharging clear water; outfall areas and embankments were in good condition. <br />The rip rap of the emergency spillway of Pond 012 was covered with soil material apparently laid down to <br />facilitate equipment travel during repairs to the Pond 012 slide area last year. The soil materials need to be <br />removed and the rip rap supplemented as necessary to meet the design standard for the channel. <br />Post Mining Drainage YPM -20 needed to be maintained where it crosses under Haul Road B at Culvert EX -2. <br />Postmining Drainage YPM -22 was in good condition, but flow that should have been directed through this channel <br />moved outside of the channel and caused a gully (approximately 24" deep) through the shrub enclosure area <br />adjacent to the channel. The operator will need to regrade the upper end of the channel to ensure that flow is <br />routed to the constructed drainage. <br />The drainage that runs along the south side of Topsoil Stockpile TSS -I was severely eroded (gully approximately <br />375' long; 2' deep), resulting in the loss of a number of shrub seedlings that had been planted in the area. The <br />operator needs to repair the gully and armor the channel as necessary to prevent further erosion.
