• steel scrap which is of value within these structures and remove them from the mine site.
Materials which can not be salvaged such as concrete and rebar, insulation, and non - recyclable
steel and metal siding will be disposed of on -site within the mine disturbance area. A minor
amount of structural wood products may also be included.
Las Animas County officials referred PPLLC to the Colorado Department of Public Health and
Environment (CDPH &E). Solid waste disposal is regulated by (CDPH &E) and requires a
certificate of designation for each solid waste disposal site. However the CDPH &E Web -site
stated and CDPH &E personnel confirmed that for any person or other non - governmental unit
disposing of one's own waste on one's own surface is exempt from that requirement provided
that the site complies with State regulations and is not a public nuisance. For mine related
activities these activities are regulated through the Division of Minerals and Geology mine
permitting process.
Disposal areas are shown on Map 15 — Surface Disturbance/Post Mining land Use East
Portal and Map 16 — Surface Disturbance/Post Mining Land Use West Portal. Each
disposal site will comply with Section 4.11.4, and will be tooted to ensure that leachate and
surface runoff do not degrade surface or ground water, fires are prevented and that the area
remains stable and suitable for reclamation compatible with the natural surroundings. Waste
material buried on -site will be compacted and covered with a minimum of two foot of soil
medium.
Sediment control structures and surface drainage ditches which are required to mute water to the
sediment ponds will be left intact during the revegetation period The purpose for leaving the
ponds intact will be to meet the requirements of Rule 4.05.6(9). After vegetation has been
established sufficient to control erosion, PPLLC plans to remove the sediment ponds.
(b) Reclamation Cost Estimate
A detailed reclamation cost breakdown is provided in Exhibit 28 — Bonding Calculation, for
the New Elk Nfine. Costs are provided for removal and reclamation of all facilities at the New
Elk Mine.
Structures and Roads Retained to Support Post Mining Land Use
Picketwire Processing, as the Permittee and the surface owner, requests that the following
facilities and roads will be retained to support post- mining land use. The coal lab and ambulance
garage are sound structures and suitable for such post mining uses as an office and storage
facility for land management The two existing river crossings at the New Elk Mine and the
roads servicing these crossings will remain in place for landowner access to the south side of the
Purgatone River. The walkway crossing the river near the pumping station will be removed.
The flume, located beneath the walkway, a prelaw structure used to implement water rights, will
remain
This request also includes that the following roads and their associated culverts will be retained
for post mining land use management and fire protection: the RDA Access Road, the main
Access Road from Highway 12 to the Coal Lab, the East Access Road from Highway 12 across
•
TR-48 Page 2.05 -45 (Revised 3/9/06)
