operation. The area was cleared of vegetation and topsoil salvaged
• and stockpiled. As the refuse disposal area is expanded, clearing
and topsoil removal will preceed refuse disposal as required to
provide operating room. During this construction, it may be
necessary to use explosives, especially when constructing the
underdrain structure. Use of explosives is discussed in Exhibit
26, Blasting Plan. The analyses as presented herein was conducted
during the 1984 permitting process and ultimately approved for
construction. These analyses relied primarily on emprical data.
WFC had committed to provide the Division with additional testing
on in -place material. In January 1987, WFC sampled the refuse. A
stability analyses was run on this material and found to exceed the
minimum safety requirements of the CMLRD. The results of this
analyses is presented in Exhibit 30, New Elk Refuse Pile Stability
(5/6/87).
A stability analysis was conducted for the coal
processing waste pile at the New Elk Mine. This work included
laboratory identification, testing of the waste material, and a
stability analysis of the proposed pile to evaluate its anticipated
behavior with assumed strength characteristics. The fill area is
a channel for an ephemeral stream which did not contain natural
springs being recharged from the upper reaches of the basin.
Geologic mapping of the area was performed by WFC. The majority of
• the refuse site is underlain by either consolidated materials of
the Poison Canyon and Raton Formation, or by what appeared to be
thin layers of colluvium and soil overlying these strata. A fan
terrace and undifferentiated surficial material was encountered
near the outlet of the drainage basin.
A cross section through the area is shown in Figure 11,
Cross Section A -A' Final Configuration. As shown on this figure,
the waste material is to be placed in 50 foot high benches. The
outslopes will be 2H:1V. The overall slope of the fill area
including the benches between terraces is about 3.5H:1V. Waste
will be placed in two foot lifts and compacted to achieve a min'mum
of 90% maximum
•
,14 $19y
20537.626 2.05 -37 revised 10/23/97
