Elizabeth Shaeffer from the Office of Surface Mining <br />(OSM) conducted a complete oversight inspection on this date. Chuck Silengo of McClane Canyon Mining <br />(MCM) was present for a portion of the inspection. Weather conditions were cloudy and warm. Ground <br />conditions were dry. McClane Canyon Mine is currently an inactive underground coal mining operation. On <br />February 15, 2011 the Division received notification from McClane Canyon Mining, LLC that the mine is in <br />temporary cessation and will likely remain in that status for a year or more. The mine went into temporary <br />cessation because its only customer, the Cameo Power Plant closed at the end of December, 2010. There was very <br />little activity at the mine site since it is in temporary cessation. A few workers were doing some routine <br />maintenance at the portal area. Specific comments regarding the site inspection are provided below. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The availability of records was checked at J.E. Stover & Associates office on 5/4/11 following the on -site <br />inspection. The records files are retained and updated by J.E. Stover & Associates. All required records were on <br />file and available for review during this complete inspection (see the DRMS Availability of Records checklist at <br />the end of this inspection report). <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4, Effluent Limits 4.05.2, Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Drainage structures and diversion culverts in the portal area were clear of debris and appeared to be functional. <br />The location of the rock fall that occurred in December 2010 in the clean water diversion behind the exhaust fan <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 2 of 8 <br />
