11 May 2011 Inspection Report — New Horizon Mine - Attachment 92
From: Lance Wade fmailto:rlwade(a)wfcnucla.oral
Sent: Friday, May 13, 20119:08 AM
To: Berry, David ( David. Berry(a)state.co.us
Subject: FW: JoEllen Turner
David,
You can see from the weather station downloads that I provided yesterday that there was no
measurable precipitation on Tuesday May 10. You can also see that the last measurable precipitation on
May 9 was at 1300 and the first measurable precipitation on May 11 was at 0330 with the last falling at
about 1015 on May 11 with a total of 0.29" falling on May 11. 1 was outside mowing my lawn on
Tuesday evening until nearly dark and I did not get rained on. I live on mine property. There was no
measurable rain on May 12.
You can see from the shift reports that I provided that on day shift May 10 (0700 — 1500) we hauled 61
loads of A and 22 loads of B and on afternoon shift (1500 — 2300) we hauled 115 loads of A and 9 loads
of B. All of the topsoil went to stockpiles. Both the A and B topsoil as well as bench 1 overburden have
a high enough clay content and inherent moisture content that they tend to stick in the corners and
angles of the truck beds and eventually the built up material has to be cleaned out of the trucks. This
cleaning has to take place once or twice a shift every day when topsoil or bench 1 overburden is being
handled.
No truck /shovel operation took place on dayshift on May 11 because of rain and wet roads. The trucks
never left the ready line and the shovel was trammed to an accessible location for maintenance. The
shovel operator and truck drivers were sent home after 4 hours. You can see from the shift reports that
the shovel had 4 hours of downtime for hydraulic leaks and cleaning the X -box and 4 hours of standby
time. You can also see that each of the trucks shows 8 hours of standby time on May 10. For afternoon
shift May 11 the shovel was trammed to bench 1 and 123 loads of bench 1 overburden were hauled to
the dump on that shift. The shifters' reports for May 12 show that 268 loads of bench 1 overburden
were hauled to the dump and that no topsoil was hauled.
A D9T dozer did spend about an hour segregating and stacking topsoil and cleaning up the area that the
shovel had moved out of on the morning of May 11. This is a routine procedure to ensure that no
topsoil is lost and that the A and B remnants do not get mixed or ground into the bench 1 overburden by
traffic. The operator reported that JoEllen Turner was at the fence taking pictures of him and the
parked shovel.
Lance Wade
