Colowyo Response - PR3 adequacy No. 2 19 <br />May 6, 2011 <br />roughening and seeding on the contour, already proposed by Colowyo, is adequate for erosion <br />control on these slopes. Please address all of the items in the vegetation section of the attached CDOW letter dated Feb <br />15, 2011 in this section of the permit. <br />This item has been resolved. <br />2.05.6(2) Fish and Wildlife Plan <br />1. During the Division's Adequacy Review for PR-3, the Division received comments from the <br />Division of Wildlife (attached letter Feb 15, 2011) pertaining to the mitigation of impacts to <br />wildlife. The Division will not make further comments about CCC's wildlife mitigation plan <br />until Colowyo has had a chance to review this letter and make appropriate changes to PR-3. <br />0 CCC replied in the cover letter but did not change any permit text. Please document any new <br />meetings with CDOW. At the time of the Division's second Adequacy Review for PR-3 (April <br />2011), Colowyo was in the process of contacting the Colorado Division of Wildlife (CDOW) <br />to discuss the issues raised in CDOW letter dated Feb 15, 2011. The Division will not make <br />comments about Colowyo's wildlife mitigation plan until Colowyo submits a plan <br />incorporating the results of the meeting. <br />Colowyo's Response: <br />Colowyo met with CDOW staff on April 29, 2011. Colowyo provided additional clarification to <br />CDOW with regards to the proposed reclamation plan details and discussed the individual <br />wildlife mitigation suggestions provided in CDOW's February 15, 2011 letter to CDRMS <br />regarding the PR-03 package. Colowyo subsequently drafted a letter to CDOW outlining <br />common points of agreement and Colowyo's s proposed alternatives to several mitigation <br />suggestions, as discussed during the meeting. Colowyo has requested CDOW respond to <br />Colowyo in writing identifying additional points of agreement or revised mitigation comments <br />to ultimately adequately address CDOW's concerns. In order to capture the context of these <br />discussions, the February 15, 2011 CDOW letter and Colowyo's May 4, 2011 letter are <br />referenced in the text of this section and Coloywo has forwarded a copy of the May 4, 2011 <br />letter to CDRMS for their information. After Colowyo receives CDOW's response to the May <br />4, 2011 letter, Colowyo will provide an additional letter to CDOW either addressing additional <br />points of interest or formalizing the details of Colowyo's mitigation strategy in a concise <br />format. With the exception of the addition of Utah sweetvetch to the sagebrush steppe and <br />grassland seed mixes, no changes to the proposed reclamation plan have been negotiated at <br />this point. Updated seed mix tables have been included in this package for incorporation. <br />
