¦ Colowyo will commit to adding lighting to the lower segment of the <br />mine haul road/access road where wildlife traffic across the road is <br />expected to be more common due to normal wildlife travel patterns as <br />discussed. <br />¦ Colowyo will commit to voluntarily reduce the maximum speed limit <br />on the haul road to 40 mph during periods when elk/deer are actively <br />attempting to cross the haul road. <br />Construct overpasses/underpasses where practical. <br />o Colowyo has considered the construction of overpasses/underpasses on the <br />haul road/access road. Due to the specific location and slope of the proposed <br />corridor for this road and more importantly, its potential utilization as a <br />dragline corridor, it does not appear to be practical to accommodate this <br />request. Colowyo believes that the combination of additional lighting in high <br />travel areas and reducing traffic speed at appropriate times will sufficiently <br />minimize the potential for wildlife impacts. <br />Bottomless culvert crossings and buffer zones. <br />o See previous response. <br />o Buffer zones, as discussed during the meeting, are not practicable due to <br />requirements for berms along roadways. Should vegetation establishment <br />efforts lead to tall grass/shrub growth that impedes visibility from vehicles, <br />vegetation will be clipped/mowed to ensure maximum visibility is maintained. <br />Establish guidelines that minimize mortality of wildlife from vehicle collisions <br />(i.e. speed limits). <br />o Establishment of speed limits are a requirement of Colowyo's air quality <br />permits. Colowyo has previously offered to establish additional internal speed <br />reductions during periods when wildlife are especially active and crossing the <br />haul road. <br />Use dust suppressants that are non-toxic to wildlife, plants and waterways. <br />o As a best management practice, Colowyo is constantly searching for low/zero <br />impact materials for use on-site. All products utilized on-site are evaluated <br />for their health, safety and environmental impact prior to being cleared for <br />use. <br />RECLAMATION PLAN <br />Noxious Weeds <br />- Colowyo is required specifically to properly manage noxious weeds within the <br />permit boundary by CDRMS regulations. Performance is measured through <br />periodic inspections by CDRMS staff throughout the year. <br />Topsoil <br />Colowyo is leading the way with variable topsoil depth applications and feels it is <br />an integral part of successful shrub establishment in the future. <br />Colowyo monitors the work done by many academic groups regarding progressive <br />reclamation practices. Colowyo relies as well on industry experts such as Cedar <br />Creek Associates to gauge actual mine level success at other operations throughout <br />Colowyo Mine C-1981-019 page 6 of 9 4 May 2011 <br />Permit Revision 03 - Collom Permit Expansion
