C-P <br />EXHIBIT D - MINING PLAN <br />The operation proposes to sort and process rock from an existing stockpile placed on the <br />surface in the permitted area by the owner Telluride Regional Airport Authority (TRAA). <br />No on site use of the stockpiled material other than the proposed sorting and processing <br />operation is anticipated. <br />The sorting operation requires the use of a small loader to windrow the rock for manual <br />sorting. Laborers manually stack the stone according to shape, size and color onto <br />standard pallets in preparation for sale. Hydraulic splitters are used to cut and shape some <br />of the pieces to meet customer specifications. This stone is also palletized and prepped <br />for sale. <br />The operation anticipates starting on March 1, 2011. <br />There will be no extraction of material. The volume of the stockpile is estimated to be <br />sufficient for 1 to 10 years of sorting and processing depending on market conditions. <br />TSC reserves the right to submit a technical revision to this mining plan for approval if it <br />becomes desirable to mine some of the Dakota Sandstone layer beneath the processing or <br />stockpile area. <br />Access to the permit area is via an existing airport maintenance road off Last Dollar Road <br />along the south boundary of the fenced airport area through an existing gate and then <br />following the south perimeter airport road into the processing area. No changes or <br />improvements are anticipated for the access road. Per the San Miguel County Special <br />Use Permit, the initial 100 feet of road off Last Dollar Road will be paved and the road <br />graveled to the first gate (#7). <br />As sorting of the stone progresses, new stockpiles of unsuitable material will be placed <br />inside the northern boundary of the permit area as a continuation of the existing 7:1 grade <br />recently completed from the RSA to this northern border. The unsuitable material would <br />be compacted in 2 foot lifts as required by the San Miguel County Special Use Permit. <br />Stored topsoil would be placed on the surface of this graded material and seeded for <br />erosion. <br />Equipment and facilities to be used and stored inside the permit area include: hydraulic <br />splitters, rotary tumbler, temporary gas and diesel tanks, packaging materials, forklifts, <br />small excavators and loaders. <br />Hydraulic splitters are used to size larger pieces of stone before the stone is palletized for <br />shipment. The rotary tumbler is used to create a weathered appearance on the stone. No <br />chemicals are used in the tumbling of the stone. Packaging materials include wooden <br />pallets, plastic and wire to secure the stone to the pallets. Forklifts move the pallets of <br />stone and load the trucks for shipment. Small excavators and loaders move the stone and <br />make it accessible both for hand sorting and machine splitting. The location of these <br />Revised 5110111 <br />
