Venture Resources, Inc. Request for Declaratory Order that excavation of mine dumps in Clear
Creek and Gilpin Counties and milling of the dumps in Clear Creek County does not require a
Reclamation Permit
Outline of presentation by the Division of Reclamation, Mining, and Safety
I. Introduction
A. Proponent of dump removal and milling proposal is Venture Resources, Inc.
Principals in Venture Resources are Patrick Maher, Ryan McHale, and Paul
Danio.
B. Description of Project, based on information DRMS currently has available.
1. 270 acres in Russell Gulch, Gilpin County, and Virginia Canyon, Clear Creek
County.
2. 200,000 tons of waste rock in dumps throughout the properties.
3. Initially mill 40 tons/day in upper Hukill Gulch, Clear Creek County.
4. Biosolids may be used to reclaim dump removal sites.
5. Dump stockpiles at mill site to have storm water controls for acid runoff.
6. Mill process water at pH 7.5 devoid of dissolved metals.
7. Sands discharged from shaker table to tailing impoundment devoid of
mineralization.
8. Tailing impoundment with five 40 foot high embankments stepped up Hukill
Gulch.
9. Process water decanted from tailing impoundments back to mill.
10. Tailing reclaimed using biosolids.
C. DRMS involvement in the progression leading up to the Request for Declaratory
Order.
1. 2007 meetings with Venture Resources, Clear Creek County, and CDPHE.
2. 2009 meetings with Venture Resources and CDPHE.
3. DRMS determination that permit is required when scope and details of
proposal were revealed.
II. DRMS analysis of proposal
A. Precedent and history, other re-mining projects.
1. Solution Gold, Druid Project. Initially a section 110 permit in late 1980s.
Mine dump removal and conventional milling. Directly comparable with
Venture Resources proposal. Later converted to a 112 permit with mine dump
removal and heap leaching.
2. Cash and Who Do Mines and Gold Hill Mill. Section 110 permit in mid
1980s, initially mine dump removal and conventional milling followed by
underground mining and conventional milling.
