PERMIT #: M-2001-051 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: May 18, 2011 <br />OBSERVATIONS <br />This was an inspection of the Lafarge North Taft Hill Expansion Site M2001-051, a 112c sand and gravel <br />permit operated by Lafarge aggregates and concrete, conducted by Eric Scott of DBMS. Lafarge has requested <br />a second 5 year period of Temporary Cessation (TC) for this site, so this inspection serves both as a routine <br />monitoring inspection and an inspection to determine if there are site issues that need to be resolved prior to <br />initiating a second period of TC. The first five year period of TC will expire on June 20, 2011. DRMS visited <br />the site with Lafarge representative Anne Best-Johnson at approximately 10:30, and also encountered the <br />property owner, Mr. Seaworth, during the course of the inspection. <br />The site is only about 25% disturbed at this time, with a dry excavation on the south end of the permit area, and <br />a small pond. This pond is included in a Lafarge combined Substitute Water Supply Plan (SWSP) which <br />includes this and several other nearby sites. The remainder of the site is undisturbed and is still being <br />used/farmed by the property owner. The bond currently held by the state would be adequate to complete <br />reclamation at this time. An aerial photo of the site in its current condition was submitted with the 2010 annual <br />report. <br />As noted on the first page of this report, two issues were identified during the inspection and will need to be <br />addressed before the second period of TC can be approved for this site. The first issue is that the site <br />identification sign and permit boundary markers will need to be replaced - in particular the markers for the <br />south area of the permit were the boundary is not defined by existing fences and borders the Home Office <br />permit (M1977-439). The second issue is weed control. A large amount of cheat-grass was observed in the <br />currently disturbed area of the site. This cheat-grass will need to be eliminated and all noxious weeds <br />controlled at the site - even during periods of TC.
