EXHIBIT M-3 <br />JUBILEE VENTURE LLC <br />EAGLE MINE PROJECT <br />COLORADO DEPARTMENT OF HEALTH, WATER QUALITY CONTROL DIVISION <br />The Water Quality Control Division was contacted and has no interest in the mining effort <br />unless water, particularly polluted water, leaves the mine site. All water used on the site will <br />remain on the site and no additives of any sort will be added. Even under storm or spring <br />snowmelt conditions there is no reason to believe there will be any runoff from the site. From <br />conversations with local ranchers, in their recent memory there has never been such an <br />occurrence. <br />T? I..- I
