Scott Wanstedt of Deserado accompanied me on the inspection. The weather
was partly cloudy, with a slight wind out of the west and the ground was mostly dry. The mine has received
approximately 2/3"of rain in the past few days. The mine was actively mining and shipping coal and hauling
refuse to the refuse piles.
BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1;Approximate Original Contour
4.14.2;Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials
4.14.3; Stabilization of Rills and Gullies 4.14.6:
-The backfilled East Portal area,RS-1, 2 and 3 and numerous drill holes were inspected for backfilling and
grading and reclamation success. See the heading"Reclamation Success"below for more detailed information.
Deserado reclaims the degas well and other sites when they are no longer needed,or sooner, if possible.
HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8;
Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
-There are three major drainage channels in the East Portal reclamation. These channels convey water off of and
from above the reclaimed East Portal area and drain into Scullion Gulch and ultimately the White River. The three
channels were stable and appeared to be functioning as designed at the time of the inspection. The channels are all
riprapped channels. There has been some sediment deposited in these channels and there is vegetation growing in
and around the channels, which is helping to further stabilize the channels.
GENERAL MINE PLAN COMPLANCE:
-The Deserado Mine is currently mining in longwall panel LWB-11 in the B-Seam. They are about 2/3 of the
way through the panel at this time. They are also continuing development work on the headgate for longwall
panel LWB-12. This development work is approximately 80%complete.
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 3
Page 2 of 8
