INTEROFFICE MEMORANDUM <br />TO: JANET BINNS <br />FROM: ROB ZUBER <br />SUBJECT: REVIEW OF COLOWYO 2010 ANNUAL HYDROLOGY REPORT (AHR) AND ADDITIONAL <br />ISSUES WITH PERMIT <br />DATE: 5/16/11 <br />SECTION 1 <br />General Discussion <br />The text in the permit application indicates that sediment in sediment ponds will be surveyed <br />(page 4.05-14). In 2010, was this survey completed? If not, please explain why this was not <br />necessary. <br />Data from DMRs was not provided in the AHR, but a review of this data was deemed to be <br />important when assessing CCC water quality. Therefore DRMS reviewed this data and found <br />that there was only one day all year when parameters exceeded effluent limitations in the CDPHE <br />permit: on May 4, 2010, there were elevated level of Iron in discharge from Prospect Pond <br />(CDPS point 007A) and elevated level of TSS in discharge from West Taylor Pond (CDPS point <br />011 A). Please explain if a report was filed with CDPHE, or, if not, why it was not filed. <br />SECTION 2 <br />Rule Requirement - Rule 4.05.13(4)(c) <br />Subparagraph (i) - The word "quality" should be "quantity." <br />Subparagraph (ii) - The word "three" in the first sentence should be "four." <br />Subparagraph (iii) - A written interpretation of the data is requested by the Division, per Rule <br />4.05.13(4)(c)(iii). This was agreed upon during review of the 2009 AHR. This should include, <br />but not be limited to, a discussion on relatively high values of TSS and Iron (in May for sites <br />NUGSC, UWFGSC, and LGSC) and potential impacts on receiving waters, namely Good Spring <br />Creek and Taylor Creek.
