Dates Reclamation Work Performed: Spring and Summer of 1985, Summer and Fall
of 1986 and minor remedial work in the Fall of 1989.
Description of Bond Release Amount: All sites were permanently reseeded by the fall
of 1986. Although some dry years have been experienced, the vegetation is well-
established and there have been no rills, gullies or other erosion problems since the
sites have been reclaimed. An analysis of the revegetation was done by Matt Hayes in
July of 1992 for the Phase 2 bond release. Although a portion of the Northern #1 site
was withheld from the Phase 2 bond release at the time, flaws were found in the
original baseline vegetation data such as the inclusion of annual species. The
revegetation standards were revised to account for these flaws. If the revised standards
had been in place at the time of the Phase 2 vegetation study, all areas would have
passed.
The enclosed post-reclamation maps show the reclaimed area acreages and the acreages
of those areas that meet Phase 3 release standards:
Area Total AcreaLye Acreage of Phase 3 Release
Rienau #2 Minesite 5.03 5.03
Rienau 92 Sed Ponds 1.40 1.40 (vegetation adequate for erosion)
Refuse Area 4.08 4.08
N # 1 Soil Stockpile 1.63 1.63
N # 1 Minesite 11,74 11.74
------------- ------
------------- ------
23.88 23.88
Of the total acreage, 1.40 acres involves recently reclaimed Rienau Sediment Ponds.
This area has not been studied for vegetation statistics, per Rule 3.03.1(5), but does
have the required vegetation cover to control erosion.
All other areas such as roads, pads, etc. have been turned over to the surface owners
and are now their responsibility.
The original bond amount was $850,000. The loadout was completely removed from
liability, leaving a bond of $723,110. Phase 1 release was granted on the mine area,
leaving $307,000 in 1987. In 1993, Phase 2 release subtracted $122,979, leaving a bond
of $184,071. This request is for the full remaining amount of $184,071.
Copies of Written Notice to Seek Release to Parties Identified in Rule 3.03.2(1):
See attached copies to surface owners Phil Jensen and Goerge Rienau, Bureau of Land
2
