The areas that had been disturbed and reclaimed as part of the Meeker <br />Area Mine operation (Permit C-81-032) were visited and sampled in compliance <br />with Rules 3.03 and 4.15. Vegetation sampling for a final bond release request <br />was completed during the summer of 1996 and was the second consecutive year of <br />sampling, as required by Rule 4.15.7(5) for a complete Phase III bond release <br />application. The mine was also sampled in 1995. The reclaimed areas are located <br />north of Meeker, Colorado within Sections 20, 21, and 29 of T 2 N, R 93 W of <br />Rio Blanco County. Sampling in 1995 and 1996 was performed in order to <br />determine if the vegetation of the reclaimed mine had progressed far enough to <br />qualify for Phase III bond release. In 1995, it was determined that, with regard to <br />vegetation requirements, the reclaimed vegetation community fulfilled the success <br />requirements for the first year of a Phase III bond release (see Table 12 of the <br />Appendix). Sampling was carried out by Matthew S. Hayes of Hayes <br />Environmental Services, Inc. and was assisted by Mr. Greg Lewicki of Greg <br />Lewicki and Associates. Mr Larry Routten of the State of Colorado's Division of <br />Minerals and Geology (CDMG) was consulted before and during the 1996 <br />sampling process. Both CDMG and the Office of Surface Mining (OSM) were <br />consulted before sampling proceeded in 1995. <br />1
