Zuber, Environmental Protection Specialist <br />CC: Division 1 Office, District 1 Water Commissioner <br />FROM: Sarah Reinsel Brucker, P.E. <br />RE: Keenesburg Strip Mine (Permit No. C-1981-028) <br />Permit Renewal Application No. 6 (RN-6) <br />Operator: Coors Energy Company <br />Sec 2 & 11, Twp 2 North, and Sec 25 & 36, Twp 3 North, Rng 64 West, 6th P.M., <br />Weld County <br />COMMENTS: The application to renew an existing permit proposes to continue ash disposal and <br />reclamation activities at the Keenesburg Strip Mine. The mining permit file indicates that there is one <br />existing well, permit no. 48289-F, used by the mining operation as a water supply for the office/shop <br />facility and for watering roads and the ash disposal area. These uses are in accordance with the well <br />permit. <br />The most recent inspection report for this site, dated March 17, 2011, indicated that there are four ponds <br />or lagoons at this site. At the date of the inspection, none of the ponds or lagoons contained any water. <br />No ground water may be exposed to the atmosphere or used for any purpose until a valid well permit has <br />been obtained allowing for such use(s) pursuant to an approved substitute water supply plan or decreed <br />plan for augmentation. If storm water runoff is intercepted by this operation and is not diverted or <br />captured in priority, it must infiltrate into the ground or be released to the stream system within 72 hours. <br />This may require a discharge permit from CDPHE-WQCD.
