The Reclamation Photograph Report (initiated in 2004) has been an annual documentation project that • MCC voluntarily performs. It demonstrates and documents qualitative reclamation success over time. In addition to the photographs, MCC has included in Appendix A a professional engineer's certification that certifies the reclaimed areas in this application were back-filled and reclaimed to approximate original contour; drainages were reestablished, including drainage profiles; and drainage control has been established in accordance with the approved plan. Included in this application are selected hard-copies of the 2004-2010 Reclamation Photograph Project Report (Appendix B). A copy of the proposed Public Notice as required by Rule 3.03.2(1)(b) is included in Appendix C and a copy of the written notice that was sent to adjacent land owners as required by Rule 3.03.2(1) is included in Appendix D.
