Mr. Jared Dains <br />May 11, 2011 <br />Replacement <br />Page 4 <br />Replacements for this combined plan will come from the following sources: accretion credits <br />from recharge of 5.75 Taylor and Gill Ditch shares, and leased water from Tri-Districts, Platte River <br />Power Authority, City of Greeley and the Lake Canal and Reservoir Company will make additional <br />replacements for the months with insufficient recharge accretion credits. <br />The 5.75 Taylor and Gill Ditch shares will be diverted into a recharge pit located on the <br />Home Office site. The evaporation losses from the recharge pond during this approval period are <br />estimated at 2.58 acre-feet (see attached Table 5). In 2006, 2007, 2008, 2009, and 2010 the 5.75 <br />Taylor and Gill Ditch shares were diverted into the recharge pond to produce accretions to the <br />stream for replacement purposes. The 5.75 shares will be diverted in the recharge pond again in <br />2011 to provide replacement water for this combined plan. The 5.75 shares were historically used <br />to irrigate 104.5 acres of pasture grass, all of which have been taken out of production. The <br />historical consumptive use of the 5.75 shares was determined to be 122.8 acre-feet (includes <br />consumptive use and return flows). The 5.75 shares will be diverted into the recharge pit each <br />irrigation season. The applicant is required to maintain the return flow obligations from the <br />changed use of the 5.75 shares of the Taylor and Gill Ditch as described in this plan. <br />The attached Table 3 shows the farm headgate delivery of 5.75 Taylor and Gill Ditch <br />shares. Lafarge West, Inc. ("Lafarge") plans to divert the full farm headgate delivery of 240.31 <br />acre-feet into the recharge site each year. A total of 171.04 acre-feet were diverted into the <br />recharge site between April 21 and September 1, 2010 (Table 4). Because of the small volume of <br />recharge in 2010, Lafarge had a shortfall of 56 acre-feet from July 2010 through September 2010. <br />Therefore additional leases of 25.00 acre-feet from Tri-District, 15 acre-feet (including 7.8 percent <br />transit losses) from the City of Fort Collins and 25 acre-feet from the Lake Canal Reservoir <br />Company made additional replacements during the 2010 water year. A copy of the water leases <br />with the Tri-District, City of Fort Collins, and Lake Canal Reservoir Company were submitted to this <br />office with this SWSP request. <br />Lafarge will divert the full farm headgate delivery of the 5.75 Taylor and Gill Ditch shares <br />starting in April 2011. Accordingly, the monthly timing of 240.32 acre-feet (full farm headgate <br />delivery of the 5.75 shares) was used in the recharge model to determine the recharge accretion <br />credits for 2011. The lagged accretions to the Cache la Poudre River are estimated to total <br />248.42 acre-feet for this approval period (includes carry over from recharge in previous years). <br />During the months of May and June 2011, recharge accretions are insufficient to replace all <br />lagged stream depletions, thus you have indicated that a lease from the Tri-Districts was obtained <br />for additional replacement credits. The total amount of water required (including 7.8 percent <br />transit losses) is 69.80 acre-feet. A copy of the lease with the Tri-Districts dated November 30, <br />2010 was provided to this office and is attached to this letter. <br />Also, for the months of November 2010, March, April and November 2011, a lease of 42.20 <br />acre-feet of fully consumable water provided by the Platte River Power Authority ("PRPA") will be <br />used to make replacements. PRPA has an "Agreement for the Reuse of Water for Energy <br />Generation", dated August 10, 1978, with the City of Fort Collins ("Fort Collins") and Water Supply <br />and Storage Company ("WSSC") that provides PRPA with the right to receive reusable water <br />delivered by Fort Collins. PRPA, Fort Collins, and WSSC also obtained approval of a plan for <br />augmentation including reuse of water in Division 1 Water Court Case no. W-9332-78. In case no.
