Per agreement with the land owner and under the land <br />owner's direction, Aggregate Industries (Aggregate) exited the Stegner Farms site as of <br />December 31, 2009, and no longer having access to the site, is unable to provide the Division <br />with an annual report that discusses any activities that may have occurred on the site during <br />permit year ended March 6, 2011. <br />This site is owned and operated by Trollco, Inc., whose address is: 1625 Pelican Lakes Point, Suite 201, <br />Windsor, CO 80550. Trollco's representative for the Stegner Farms operation is Dick vonBernuth, <br />Project Manager; Telephone: (970) 686-5828. In accordance with Trollco's direction, Aggregate <br />completed its extraction and reclamation activities on the site by the end of 2008, continued with sales <br />only of stockpiled material throughout 2009 and completely exited the site as of December 31, 2009. Per <br />an agreement between Aggregate and Trollco dated February 17, 2010, a copy of which is enclosed, a <br />Succession of Operator was supposed to have been filed with the Division to effect transfer of Permit M- <br />1999-021 from Aggregate to Trollco. Aggregate has provided Trollco with the Succession of Operator <br />application but Trollco has failed to finalize the application for submittal to the Division. <br />Trollco's operation of the site is verified by their application for an extension of time to conduct <br />additional mining and reclamation activity under the site's Larimer County Special Use Permit. A copy <br />of that application was provided by Larimer County to the Division in December, 2010 and is on file with <br />the Division's records. Trollco's application for the extension specifically states that Aggregate does not <br />have access to the property and that Trollco has removed material from the property and intends to <br />remove remaining gravel and stockpiles and revegetate according to the approved reclamation plan.
