That way, he will be able to proceed shortly to issue a proposed decision on TR-54, to <br />incorporate changes that can be approved without further delay. <br />Finally, on a separate but related subject, I have some pretty specific thoughts regarding the best approach and specific <br />wording for a rule change to allow pastureland interseeding as a normal husbandry practice. I thought it might be helpful <br />if I went ahead and wrote up my recommendation and suggested wording and justification for the rule change, based on <br />information you previously provided and some NRCS documentation I had on hand. The documentation I have is from <br />the NRCS National Range and Pasture Handbook. I think it would be helpful if we could include similar documentation <br />published by the NRCS Colorado State Office, or maybe CSU Agricultural Extension Service (if there are state level <br />publications available that address pastureland interseeding). Maybe Jim Boyd could help with this. We would include <br />reference to such documents in the Statement of Basis and Purpose that is a necessary component of a regulation <br />change. The rule change would have to be approved by OSM as a part of a formal program amendment, and OSM <br />always likes to see documentation from appropriate authorities within a particular state, in order to justify approval of <br />practices that expand on those specifically allowed by the comparable federal rules. It will probably be late next week or <br />the week after before I can get around to writing up that rule change proposal, given my schedule. <br />Dan
