portions of the project area, but resident animals are improbable because the habitat is far from <br />ideal for lynx, which prefer cooler, moister, more forested habitats. Therefore, the project would <br />have no effect on the Canada lynx. <br />BOREAL TOAD (Bufo boreas boreas) <br />The boreal toad (Bufo boreas boreas) is a candidate species for federal listing that is only known <br />to inhabit montane wetlands with an elevation greater than 8,500 ft. The entire area that might <br />be affected by the preferred alternative of the ALP is at an elevation less than 8,500 ft.; therefore <br />the Project would have no effect on the boreal toad. <br />MANCOS MILK-VETCH (Astragalus humillimus) <br />The Project area (except for the Farmington to Shiprock pipeline) was never surveyed for <br />Mancos milk-vetch (which was added to the protected species list since the Final Supplement, <br />1996), despite being within its described range. Mancos milk-vetch grows on ledges and mesa <br />tops of Point Lookout Sandstone, which is not found on the Project area. The surveys completed <br />in late summer 1999 did not find any Mancos milk vetch along the proposed Farmington to <br />Shiprock pipeline route. The Project would have no effect on the Mancos milk-vetch. <br />MESA VERDE CACTUS (Sclerocactus mesae-verdae) <br />Initial floral field surveys (Owen 1975; Spellenburg 1976) conducted in the project area failed to <br />identify the presence of Mesa Verde cactus within the area of potential impact. Field surveys in <br />1999 did not identify the presence along the proposed Farmington to Shiprock pipeline route. <br />There would be no effect on the Mesa Verde cactus. <br />KNOWLTON'S CACTUS (Pediocactus knowltom) <br />Initial floral field surveys (Owen 1975; Spellenburg 1976) conducted in the project area failed to <br />identify the presence of Knowlton's cactus within the area of potential impact. Field surveys in <br />1999 did not identify the presence along the proposed Farmington to Shiprock pipeline route. <br />There would be no effect on the Knowlton's cactus. <br />SLEEPING UTE MILK-VETCH (Astragalus tortipes) <br />Sleeping Ute milk-vetch is only known from the southern flank of Sleeping Ute Mountain where <br />it grows in mixed desert shrub communities on Mancos Shale badlands. There is no Mancos <br />Shale in the project area. Field surveys in 1999 did not identify the presence along the proposed <br />Farmington to Shiprock pipeline route.
