1.0 INTRODUCTION <br />Shell Frontier Oil & Gas, Inc. (Shell) is engaged in oil shale research and in situ development in <br />the Piceance Basin. Shell has leased approximately 149 acres of oil shale-bearing land to <br />develop a Research, Development and Demonstration (RDD) project in a nahcolite-rich zone of <br />the Eocene Green River Formation in the Piceance Basin, NW Colorado (COC-69166). The <br />project is hereafter referred to as the East RDD Pilot (Pilot). <br />Ground water and surface water monitoring and hydrologic testing are key components of <br />baseline characterization for environmental assessments and operational design for shale oil <br />recovery. Ground water monitoring wells and pumping test locations have been installed in <br />several phases for these purposes. The program of sampling these wells has evolved with the <br />development of the overall project. The site is located near a drainage divide where surface <br />water flow does not exist except immediately after rain or snowmelt; nonetheless, a protocol for <br />surface water sampling is described in this document even though there will be no formal surface <br />water monitoring program due to the ephemeral nature of surface flow. <br />This Sampling and Analysis Plan (SAP) documents the current environmental monitoring <br />program, and is updated to include any new developments in objectives, methods and schedules. <br />Section 2 gives a brief outline of the geology, hydrogeology and geochemistry as a context for the <br />monitoring program. Section 3 describes the various well and monitoring stations. Section 4 <br />covers field measurements of water quality parameters, and lists the instruments used. Section 5 <br />outlines the methods used for sampling, including description of pumps, purge methods and <br />sample collection. Section 6 covers sample handling after collection, up to dispatch to the <br />analytical laboratory, and tracking and Chain of Custody protocols. Section 7 addresses <br />decontamination protocols. Section 8 covers quality assurance sampling and tracking, up to <br />shipping to the lab. Health and safety and work permit policies are found in Sections 9 and 10. <br />Additionally, Appendix A provides a detailed discussion of monitoring that will accompany <br />operations at the East RDD. The operational monitoring focuses primarily on the function and <br />status of the leached/heated zone and immediately surrounding formation. <br />Detailed instructions for samplers' daily tasks, such as instrument calibration steps are contained <br />in attached Appendices B and C as Standard Operating Procedures (SOPS). <br />The fundamental topics of ASTM and EPA standard protocols, including purging, sample <br />collection and preservation, decontamination, quality assurance, tracking, are addressed in this <br />SAP which is specific to East RDD sampling and analysis. <br />The SAP refers to equipment and health, safety and environment (HSE) manuals.
