UA - Onshore Gas Number: CO-HSE-032 <br /> HSE Procedure Custodian: Colorado Operations <br /> Spill Prevention, Control and Revision: 0 <br /> Countermeasure (SPCC) Plan Effective: January 2012 <br />5.0 PERSONNEL, TRAINING and SPILL PREVENTION <br />PROCEDURES <br />Personnel training and spill prevention procedures exist at the Facility and include the following: <br />• All "oil-handling" personnel (own staff and contractor personnel) receive on-the-job <br />training which includes: <br />o General Facility operations (drilling, construction, maintenance and production) <br />o Operation and maintenance of the Facility's spill prevention equipment <br />o Spill response procedure <br />o Colorado and federal pollution control laws, rules, and regulations <br />o Content of the Facility SPCC Plan <br />• As part of new personnel (i.e. Shell staff and contractor) orientation or site safety <br />training, the SPCC training will be included for relevant oil-handling positions. <br />• Shell has a continuing program of informing Facility personnel of the laws and <br />regulations that concern pollution prevention and control. Personnel are kept informed of <br />their obligation to prevent any pollution incident during annual training meetings and <br />regularly scheduled safety meetings. <br />• At least once a year an on-line computer based spill prevention plan review is scheduled <br />for each site employee to complete. This review helps to maintain and improve <br />understanding of the SPCC Plan, spill incidents, equipment failures that could potentially <br />result in discharges, maintenance of pollution control equipment, and newly developed <br />spill control methods. <br />• Shell maintains several plans that are contained in company manuals on site that provide <br />spill response information to their employees. The plans discuss preventative measures <br />as well as call out procedures and employee responses appropriate for spills. <br />• Training shall include a review of relevant procedures (e.g. inspection, maintenance, <br />etc.). <br />• All pertinent safety meetings, spill prevention briefings, and training sessions are <br />documented.
