General Site Operations Overview <br />The major site activities for 2002 included - <br />1. The shipping of soils contaminated with sediments from old settling ponds to <br />the Cotter Corporation Carbon City Milling facility (Mill) remained the focus of <br />radioactive materials transportation from the mine site in 2002., with this activity <br />ceasing in early December. <br />2. The soils cleanup work for the decommissioning of the Emergency Storage <br />Pond was completed in April of 2002 and most of the resultant excavation was <br />backftlled by the end of the year. Cotter Corporation verification gamma <br />surveys and soil sampling were completed prior to the backfilling of the <br />excavation. <br />3. Substantial soils cleanup work around the ion-exchange building and old drum <br />filter building was completed in 2002. <br />4. The second of the two parallel ion-exchange units at the Wastewater Treatment <br />Facility was removed and transferred to the Cotter Corporation Calrion City <br />Milling facility in the period August through September of 2002. <br />B. Specific Operations Reviews <br />Specific areas of licensed facility operations in 2002 are discussed below. <br />Radiological Health and Safety Program <br />The primary goal of the radiological health and safety program for the site <br />licensed facilities remains the maintenance of occupational and environmental <br />exposures ALARA. <br />1. RHS Procedures <br />(1) State Approved RHS Procedures <br />There were no new or revised RHS procedures issued in 2002. <br />2. General Program Administration <br />The general administration of the radiation protection program improved in <br />2002.. Perimeter air monitoring data recovery rates were once again poor <br />at all locations during the first quarter of 2002 due to unanticipated <br />equipment failures and bad weather, but had improved considerably at the <br />two critical sampling locations (0204 & 0205) by the end of the year. The <br />2001 problem of maintaining a quarterly schedule for employee TLD <br />change out had been successfully resolved by the second quarter,
