GO 81434 <br />(970)929.2200 <br />Fax (970{ 929 -5050 <br />Re: Mountain Coal Company, LLC, West Elk Mine; Permit No. C- 1980 -007; Minor <br />Revision No. MR -374, Asphalt Surfacing and Concrete Slabs in the CPP Area and <br />Concrete Armoring of ST -4 Vent Culvert <br />Dear Mr. Kaldenbach: <br />Mountain Coal Company, LLC (MCC) submits this letter and application form for Minor <br />Revision No. MR -374 to add asphalt surfacing and concrete pads on the north and south sides <br />of the Coal Preparation Plant. As shown on the attached drawing, just under 18,600 square <br />feet of 4" thick asphalt will be laid on the south side of the CPP to provide a more durable <br />driving and parking surface, as well as reduce sedimentation from the site. In addition, an 8" <br />thick, 5,857 square foot reinforced concrete pad will be poured at the approach and to the side <br />of the existing 50 -ton crane to provide a more durable surface for equipment being transported <br />to or from the crane. In addition, two 4" thick reinforced concrete slabs will be constructed on <br />the north side of the CPP to provide added containment and maintenance surfaces. The <br />square footage of these two slabs is also shown on the attached drawing. <br />Since the old lab building has been demolished, the ST -4 coal stockpile can now be expanded <br />onto that area. Because the 50' long ventilation culvert for the ST -4 reclaim tunnel is located in <br />this area, MCC plans to pour a 24" thick flow -fill concrete to armor the top and sides of the <br />culvert. About 51 cubic yards of flow -fill (i.e. no reinforcement, just concrete) will be required to <br />armor the ventilation culvert. <br />MCC would like to begin this construction this week, so your prompt review and approval of <br />this revision application would be greatly appreciated.
