Elizabeth Shaeffer from the Office of Surface Mining <br />(OSM) conducted a complete oversight inspection on this date. There was no operator /representative from <br />Munger Canyon Mine present during the inspection. Weather conditions were cool, clear and dry. Ground <br />conditions were dry. The majority of the mine site is reclaimed and there was no activity at the site during this <br />inspection. <br />At the start of the inspection the pertinent Maps and Exhibits from the permit application package were reviewed <br />to identify facilities and the location of pennanent post -mine drainage channels. Specific comments regarding the <br />site inspection are provided below. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The availability of records was checked at J.E. Stover & Associates office on 513111 following the on -site <br />inspection. The records files are retained and updated by J.E. Stover & Associates. A current Insurance <br />Certificate was identified as missing from the records file. Please update the records with the current Insurance <br />Certificate for the Munger Canyon Mine. All other required records were on file and available for review during <br />this complete inspection (see the DRMS Availability of Records checklist at the end of this inspection report). <br />BACKFIL,L and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination <br />4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and <br />Gullies 4.14.6: <br />Backfilled slopes along the length of the portal access have held up well and no signs of significant erosion or <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 2 of 10 <br />
