11.2 Topsoil Replacement - 1998/1999 Study Area <br />Map 2.05.4 -6 and 2.05.4 -7 show the areas which have been retopsoiled as of June 2010. This <br />map also shows the location of the pit and the areas that have received topsoil and subsoil as <br />of this date. These areas include A) the Benson property and other properties north of BB Road <br />and east of 2700 Road, B) Benson property north of BB Road and west of 2700 Road, C) a <br />portion of Lloyd property north of BB Road and East of 2700 Road. <br />Since it was determined in February, 2008 by the NRCS that soils 98E and 98A were prime <br />farmland soils, a revised topsoil stripping and replacement policy was needed for those areas. <br />This policy is described in detail below in Subsection 12.0. These soils exist primarily south of <br />BB Road and west of 2700 Road on the Morgan property. In addition, a small area of prime <br />farmland soil exists in the northwest corner of the permit area, where Pond 013 was <br />constructed. <br />12.0 June 2010 Topsoil Balance, Sequence and Volumetrics <br />This section describes the topsoil balance calculations for all areas west of 2700 Road, <br />including discussions on the sequence and volumes needed to provide the required <br />thicknesses. Procedures for the placement of topsoil can be found in subsection 10.1. <br />12.1 Prime Farmland Soils Balance, Sequence and Volumetrics <br />This section will demonstrate that all prime farmland replacement requirements of Rule 2.06.6 <br />are met. Once the prime farmlands were identified in February of 2008, all topsoil handling <br />procedures changed to comply with this Rule. <br />12.1.1 Moroan Property Prime Farmland <br />As described in Subsection 9.0, as of February 2008, approximately 35.5 acres of the eastern <br />Morgan property had placement of a large thickness of Bench 1 material, of which the upper <br />zone was tested for suitability under the requirements in Table 2.05.4(2)(d) -1A.
