r <br /> Summary of Review Process <br /> Western Fuels of Colorado applied for a partial Phase I and II Bond <br /> Release under the Colorado Surface Coal Mining and Reclamation Act <br /> for backfilling and grading a portion of the disturbed area, as <br /> well as for topsoiling and the successful establishment of <br /> vegetation at the New Horizon Mine 1. <br /> The Division received a preliminary Phase I and II Bond Release <br /> request on July 18, 1994, which was deemed incomplete . <br /> Notification of this fact was sent out on August 2 , 1994 . <br /> Additional information was received on October 7, 1994, and the <br /> application was deemed complete on October 19 , 1994 . <br /> A bond release inspection was conducted at the New Horizon Mine on <br /> November 17, 1994 . Representatives from Western Fuels of Colorado, <br /> the Office of Surface Mining and the Division were present for the <br /> inspection. <br /> Revegetation data, topsoil surveys, cross-sections of the reclaimed <br /> area, and results from the on-site inspection were fully analyzed <br /> for the preparation of this document. <br /> 2 <br />
