<br />Dear Mr. Barnes:
<br />The Division has reviewed your technical revision requesting to add to the existing ARD
<br />(Adsorption, Desorption and Recovery ) building, rather than build a new ARD building in the
<br />Phase IV area as approved in Amendment # 8. The improvements to the existing building are
<br />supposed to facilitate the added solution that will be encountered once the Phase IV leach pad is
<br />in place. According to the request, once the improvements are in place, the system will be able to
<br />pump through the pregnant and barren solution pipes, approximately 24,000 g.p.m.
<br />The approximate total solution that was to be pumped through these pipes, as approved under
<br />Amendment # 8 was 22,000 g.p.m..
<br />Please provide information, on how, CC &V is able to achieve the added pumping rate . Are there
<br />plans to install larger pumps ? As you stated in your TR request, additional information on
<br />pumping rates, capacity and solution management and water balance, will be provided as needed.
<br />Since, CC &V's Board approved operational solution for the facility is at 80 % of the total storage
<br />capacity of the pregnant ponds, those information are needed to make sure the 80 % capacity is
<br />not exceeded.
<br />In addition the financial warranty calculated for the demolition of the building assumed a 0.17
<br />cents/ cubic foot cost, rather than 0.19 cents /cubic foot. It also failed to include the
<br />administrative cost. The Division's calculated warranty for the demolition of the building is
<br />$103,464.00 rather than the $76,508 as submitted in the TR. That amount will be deducted from
<br />the $ 488,095 surplus financial warranty in place for the site. This will leave CC &V a surplus
<br />warranty in the amount of $384,631 for permit # M- 1980 -244.
