Doc Date:12/11/2001 III IIIIIIIIIIIIIIII <br />2.05.4 RECLAMATION PLAN] <br />• (1) Reclamation will commence with the clearing and the <br />initial salvage of topsoil material from mine facility areas and <br />will conclude with the revegetation of the final reclaimed dis- <br />turbance areas. <br />(2)(a) A detailed time schedule of amount of acreage to be <br />reclaimed in one year increments is presented in Section 2.05.3(2). <br />This schedule is based on a production rate of 350,000 tons per <br />year. The schedule will obviously change if the production rate <br />varies significantly. <br />(b) The amount of performance bond is developed assuming <br />that the bond would be forfeited at the time reclamation <br />liabilities are highest within the five-year permit term. This <br />worst case condition would occur at the stage in the mining <br />sequence when and if Mining Area No. 1 and Mining Area No. 2 were <br />being mined concurrently. The worst case would occur when there <br />is the maximum amount of material in two spoil stockpiles and in <br />the three topsoil stockpiles. The worst case is assumed to occur <br />when there is the maximum amount of excess spoil in each mining <br />area. According to the spoil balance tables presented in Exhibit <br />12, the point when there is the maximum amount of excess spoil <br />occurs when mining is commencing in Pit 26 and Pit 30 in mining <br />Area 1 and Area 2 respectively. <br />• In Area 1 the worst case occurs after pit 26 is <br />excavated. At this point the pit void is 113,500 CY and the excess <br />spoil volume in the spoil ridges is 55,657 CY. Pit 26 is 2100 feet <br />long and 90 feet wide. The 55,857 CY spoil ridge and the 81,000 CY <br />stockpile provide an excess spoil quantity of 23,357 CY which will <br />be spread around the area to help blend the pit into the <br />undisturbed area. No highwall reduction would be required. <br />In Area 2 the worst case occurs after pit 30 is <br />excavated. At this point the pit void is 166,250 CY and the excess <br />spoil in the spoil ridges is 57,830 CY. Pit 30 is 1800 feet long <br />and 90 feet wide. After the 57,830 CY spoil ridge and the 19,608 <br />CY stockpile is graded into pit 30, there is still a shortfall of <br />88,812. This material would be generated from pit highwall <br />reduction. <br />The work required at this worst case point in both <br />pits is to regrade the spoil ridges and backfill the open pits with <br />the excess spoil. The spoil pile from each area would also be <br />hauled to the open pit in each respective area. Then in order to <br />meet approximate original contour the area surrounding the open pit <br />would have to be graded to the pit.
