However, Naturita is 5.7 miles away <br />from Nucla, where most people affected by the mining operations live. <br />Therefore, it appears to WFC that there is no alternative location that is definitively better than <br />the Courthouse Annex, where WFC has maintained its permit files available to the public since <br />approximately 1993. Rather, it appears to us that of the available sites, each has certain <br />advantages and disadvantages. <br />WFC is extremely concerned about compliance issues, particularly in an area such as this one <br />where the application of the regulations is less than crystal clear. WFC will certainly comply <br />with any direction given by the Division as to where it should store the permit records.
