Sample Area 2008 % LVCA <br />Mtn Shrub RA 63.0% <br />Sagebrush RA 57.9% <br />Weighted Avg RA 60.7% <br />2008 SL-04 Area 71.5% <br /> <br />A= Live Vegetative <br />Cover <br />Colowyo sampled all of the reclamation blocks that were included in the Partial Phase II Bond <br />Release SL-04 during the 2009 monitoring year with the exception of reclamation blocks S 16010 <br />and S 16014. Data collected at all of the transects during the 2009 sampling year fell within <br />reclamation blocks included in SL-04. The SL-04 reclamation blocks were sampled to adequacy <br />during the 2009 sampling year. Colowyo also sampled both the sagebrush and the mountain <br />shrub reference areas to adequacy during the 2009 sampling year. The live vegetative cover <br />average for the SL-04 reclamation blocks exceeded the weighted average of the two reference <br />areas in 2009. The live vegetative cover for the Partial Phase II Bond Release SL-04 reclamation <br />blocks, with the exception of S 16010 and S 16014, is considered successful in accordance with <br />Rule 4.15.7 and Sections 4.15.7 and 4.15.8 of the Colowyo Permit. The following chart shows <br />the 2009 vegetation sampling results. <br />Sample Area (2009) % LVCA <br />Mtn Shrub RA 61.3% <br />Sagebrush RA 48.4% <br />Weighted Avg RA 55.5% <br />2009 SL-04 Area 69.7% <br /> <br />A= Live Vegetative <br />Cover <br />Based on the above data, which was collected during 2006, 2007, 2008 and 2009, the Division <br />finds that Colowyo has achieved adequate cover on the SL-04 reclamation blocks listed above <br />with two exceptions. The Division is excluding reclamation block WPO10 in its entirety (5.7 <br />acres) and the northeast portion of reclamation block EP041 (6.1 acres) from the Phase II Bond <br />Release SL-04 due to due to excessive cover of annual bromes and a lack of perennial cover <br />within the annual bromes. The Division will also be excluding the northeast portion of <br />reclamation block EP041 (6.1 acres) from the Phase II Bond Release SL-04 due to excessive <br />cover of annual bromes and a lack of perennial cover within the annual bromes. See Attachment <br />A for the location of these exclusion areas.
