April 27, 2011 C- 1981 - 041 /Roadside Portals MPB <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Roads were well maintained in the locations west of the interstate including the North Portal and refuse disposal <br />areas. There was some standing water and muddy spots along Coal Canyon Access Road due to the recent <br />precipitation. One culvert will require maintenance to clean out tumble weeds and accumulated debris. The 72" <br />culvert located at Coal Gulch below Pond 11 is partially blocked and should be cleaned out and restored to its fiill <br />capacity. This culvert is shown in attached Photograph No. 2. Otherwise road ditches were in good condition and <br />road culverts were all generally well maintained throughout the various mine site locations and support facility <br />areas that were accessible. Roads were also in good condition at the South Portal areas. <br />SUPPORT FACILITIES - Rule 4.04: <br />The entire South Portal reclaimed area remains stable and in good condition. The Kokopelli fruit stand is not open <br />for business yet, and there is no activity at the South Portal location this time of the year. The reclamation at the <br />South Portal backfilled area remains in good condition.
