Enclosed please find the "Application <br />for Renewal of a Valid and Existing Permit to Conduct Mining in Colorado", as it relates to <br />Permit C-1981-028, the Keenesburg Mine site. Five (5) copies of the renewal application (one <br />with "original signature") are enclosed. This renewal request is for an additional five (5) year <br />permit term, beginning in 2011. <br />In connection with the submittal, CEC is providing the Division; 1) a copy of its proposed public <br />notice concerning the renewal, 2) a copy of the currently applicable Reclamation Bond, 3) a copy <br />of the latest bond adjustment ("decrease certificate"), 4) bond renewal information (a copy of the <br />most recent invoice paid to the bond underwriter, Travelers Casualty & Surety Company of <br />America) , and 5) a copy of the current Certificate of Insurance for the Keenesburg Mine permit <br />area. <br />CEC is also enclosing a Supplement to the Permit Renewal Application (3 copies). This <br />document endeavors to address information that has previously been requested during the permit <br />renewal process, and includes several update pages to the Permit text. CEC recognizes that the <br />Division may wish to see these pages submitted in the form of a minor revision, and is prepared <br />to honor such a request. However, documentation reviewed from the previous Permit Renewal <br />process suggests that where similar updates were requested, and change pages provided, such a <br />response was deemed "acceptable". CEC believes it unlikely that it has addressed all of the <br />updates, clarifications and corrections that may be needed, but hopes that the process has been <br />helped by this attempt to deal with some of them.
