Strand, Management/Program Analyst
Office of Surface Mining, Western Region
Denver Field Division
1999 Broadway, Suite 3320
Denver, CO 80202-3050
RE: Bear Mine (Permit No. C-1981-033) Bond Release Application No. 4
Dear Mr. Strand:
TAKE PRIDE'
INAMERICA
In response to your request, we have reviewed the Colorado Division of Reclamation Mining and
Safety (DBMS) "Proposed Decision and Findings of Compliance" dated March 31, 2011 for a
Phase I Bond Release (SL-4) regarding the Bear No. 3 Mine reclamation including structural
removal and backfilling and grading over 7.5 acres of the disturbed area.
We are aware that the lands covered in the request are fee surface lands and the mining activities
occurred on. subsurface federal coal. The reclamation and the DBMS review process
documented in the DRMS report referred to above are satisfactory to BLM with necessary
resolutions apparently reached with private surface owners. Therefore, if the surface owners are
satisfied with the work completed, then the BLM has no objection to the Bond Release.
If you have any questions, please contact me at 970-240-5302.
Sincerely,
Uncompahgre Field Office Mining Engineer
