PERMIT #: M-1979-205 <br />INSPECTOR'S INITIALS: DMC <br />INSPECTION DATE: April 7, 2011 <br />OBSERVATIONS <br />This inspection was conducted as part of the Division of Reclamation, Mining and Safety's (Division) normal <br />monitoring program. Peter Kearl, representing the Operator, was present during this inspection. Photographs <br />are included at the end of this report in order to illustrate some of the conditions observed during this <br />inspection. The site is part of the greater Oldcastle SW Group, Inc. dba United Companies of Mesa County, <br />Rifle gravel pit complex. <br />The site is located approximately 2 miles east of Rifle and accessed from Hwy. 6, through the Dick Casey site <br />(M-1978-349). <br />Affected area boundary markers (fencing) were in place and adequate. No off site damage was noted during <br />this inspection. <br />The majority of the resource has been removed from this site, and the site is primarily used for stockpile and <br />storage of material from the Glen Pit and Dick Casey pit. <br />The slope along the north side of the permit area has been backfilled and graded to 3H:1V. <br />The pond located in the southern portion of the permit area has largely been reclaimed. The slopes have been <br />graded to 3H:1V or less, with vegetation becoming well established along the pond banks. Tamarisk was not <br />observed in the reclaimed pond area, although some shoots were noted in the main unreclaimed pit area. <br />These should be treated as soon as possible in order to prevent further infestation. <br />A stormwater berm had recently been placed/improved along the south perimeter of the permit area. <br />The Division currently holds a Financial Warranty in the amount of $212,000.00, which has been reviewed and <br />is considered adequate to complete reclamation at the site. <br />Scott Expansion area (AM2) <br />Addition of the Scott Expansion area added 52.6 acres to the original permit area through AM2. The <br />expansion area is located approximately one mile west of Rifle, on the south side of the Colorado River, and <br />accessed from the Frontage Road (Co. Rd 315). <br />The mine identification sign and affected area boundary markers were in place and adequate. <br />No signs of offsite damage were noted during this inspection. <br />No noxious weeds in this area were noted during this inspection. <br />Most of the overburden had been removed from Mining Area 1, and mining had begun in the northwest <br />portion of this area. The mined slope along the north side of Mining Area 1 had been graded to 3H:1V and <br />recently seeded. Mining will progress south and east in this area. <br />No other problems or violations were noted during this inspection. <br />Page 2 of 3
