Mr. Tony Waldron <br />April 20, 2011 <br />Page Two of Three <br />3. Holton Lakes (DRMS Permit No. M-2007-008) <br />Mining at RMCC's Holton Lakes Pit has yet to begin. Like Ergers Pond, RMCC <br />will install a slurry wall around the perimeter of each mining stage and obtain <br />approval of each slurry wall from the SEO prior to the start of mining any given <br />stage. <br />The Division's reclamation bond calculation for the Holton Lakes Pit includes a <br />slurry wall line item equal to 20% of the slurry wall cost as added protection to <br />insure compliance with the Division's financial warranty requirements. (See the <br />enclosed Holton Lakes Reclamation Cost Summary Form). <br />In Addition, during mining, ground water depletions will be augmented through <br />a site specific Substitute Water Supply Plan approved by the State Engineers <br />Office. <br />4. Morton Lakes (DBMS Permit No. M-2008-082) <br />Like the Holton Lakes Pit, mining has yet to begin at Morton Lakes. RMCC <br />proposes to slurry wall the Morton Lakes Pit in a manner similar to both Ergers <br />Pond and Holton Lakes. This will insure that the state will not incur any <br />financial liability related to post reclamation ground water depletions from the <br />Morton Lakes Pit. <br />During mining, ground water depletions will be augmented through a site <br />specific Substitute Water Supply Plan approved by the State Engineers Office. <br />5. Nix Sand and Gravel Pit (DBMS Permit No. M-2001-046) <br />Mining has yet to begin at the Nix Sand and Gravel Pit which was originally <br />permitted by Owens Brothers Concrete Company in 2002. In September 2004, <br />RMCC succeeded Owens Brothers Concrete Company as the owner/operator of <br />the Nix Sand and Gravel Pit. Recently, representatives of RMCC met with <br />Division staff to discuss the company's plans to amend the Nix permit. <br />Under the currently approved DRMS permit, the Nix Pit is to be mined wet and <br />the reclamation plan calls for a series of alluvial ground water fed ponds. RMCC <br />will amend the Nix mining and reclamation plans to allow dry mining through <br />the installation of slurry walls. Mining at Nix will be similar to the Holton and <br />Morton Lakes Pits as described above. Through the installation of SEO approved <br />slurry walls, the Nix Pit will not result in augmentable ground water depletions <br />following reclamation. This will insure that the state will not incur any financial <br />liability related to post reclamation ground water depletions from the Nix Pit. <br />
