Pineda <br />Director <br />RE: Lyons Quarry; DRMS File No. M-1977-208; Technical Revision 11 - Adequacy Review <br />Dear Ms. Arthur, <br />The Division of Reclamation, Mining and Safety (Division) received Technical Revision - 11 <br />(TR-11) for the above referenced site on March 1, 2011 and the application was filed for review <br />on March 28, 2011. The decision date for this application is April 27, 2010. The Division has <br />reviewed the TR-11 proposal and has the following comments. <br />The Operator has proposed eliminating the following analytes from the water monitoring <br />program: Chloride, Sulfate, Selenium, and Thallium. The Division does not approve the <br />removal of the above listed analytes from the water monitoring program. C-Pit continues to <br />be the designated disposal site for CKD at the Lyons Quarry and the Operator has stated <br />there are currently no plans to permanently close C-Pit. In addition, Table 1 of this submittal <br />shows water in C-Pit has exceeded the numeric protection level standards for Thallium and <br />Selenium within the past year. The Division believes the above listed analytes should remain <br />as part of the sampling suite until groundwater is no longer exposed and C-Pit has been <br />capped and reclaimed in accordance with the approved Reclamation Plan. In addition, the <br />Division believes the Operator should continue to sample for pH, Dissolved Solids, Calcium, <br />Potassium, and Sodium. <br />2. The Operator has proposed reducing the sampling frequency of C-Pit atnormg __:i_?? <br />location CEM-004 from quarterly to semi-annually. Selenium levels in C-Pit water have <br />continued to exceed the numeric protection level standards. As such, the Division believes <br />the sampling frequency of C-Pit and CEM-004 should continue on a quarterly basis. If in the <br />future levels of Selenium in C-Pit water are consistently below the numeric protection level <br />standards, then the Division will consider reducing the sampling frequency through a <br />subsequent Technical Revision. <br />3. The Operator has stated "if the monitoring determines that C-Pit water maybe impacting the <br />St.Vrain alluvium, DBMS will be consulted to determine the appropriate response."
