Pond 4 and the Pococo Pond were in accessible due to road and weather <br />conditions. Pond 002 was holding water and discharging at the time of the inspection. The discharge flume was <br />functioning as permitted with no damage noted in or around the outlet ditch through culvert 9A. Pond 003 was <br />holding water with discharge noted. The primary CMP primary was functioning as designed with no problems <br />noted. The emergency spillway was stable with no evidence of use at the time of the inspection. Pond <br />embankments were stable with no problems noted. <br />All ditches and culverts in and around the North Facilities Area were functioning as designed. Flow was observed <br />through culverts 9A, 59A, 55A, 13A 2AA, 52A, 64A, 53A and the shop, office and NW diversion ditches with no <br />problems noted. <br />OTHER (SPECIFY): <br />This was a partial coal inspection conducted by Jason Musick of CDRMS. Mike Ludlow of Sage Creek Coal, <br />LLC. accompanied the inspection. The weather was cloudy with rain/snow mix on and off during the inspection. <br />The majority of the site was inaccessible due to road and weather conditions. No mining activities have <br />commenced as of the date of this inspection. <br />ROADS - Rule 4.03 ? ? Construction 4.03.1(3)/4.03.2(3) ? ? Drainage 4.03.1(4)/4.03.2(4) ? ? Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) ? ? Reclamation 4.03.1(7)/4.03.2(7): <br />Roads throughout the North Facilities Area were wet and muddy at the time of the inspection.
