Strand, Management/Program Analyst <br />Office of Surface Mining, Western Region <br />Denver Field Division <br />1999 Broadway, Suite 3320 <br />Denver, CO 80202-3050 <br />RE: Bear Mine (Permit No. C-1981-033) Bond Release Application No. 4 <br />Dear Mr. Strand: <br />c1/fl /l l <br />T"1 <br />TAKE PRIDE' <br />INAMERICA <br />In response to your request, we have reviewed the Colorado Division of Reclamation Mining and <br />Safety (DBMS) "Proposed Decision and Findings of Compliance" dated March 31, 2011 for a <br />Phase I Bond Release (SL-4) regarding the Bear No. 3 Mine reclamation including structural <br />removal and backfilling and grading over 7.5 acres of the disturbed area. <br />We are aware that the lands covered in the request are fee surface lands and the mining activities <br />occurred on subsurface federal coal. The reclamation and the DRMS review process <br />documented in the DRMS report referred to above are satisfactory to BLM with necessary <br />resolutions apparently reached with private surface owners.
